There are only a couple types of monsters/events that have a better chance of yielding Runes, and its difficult to target them by anything other than 'the higher the better'. But it is fairly common to see them drop in normal. Farming Runes in Diablo II: Resurrected Patch 2.7 & Ladder Season 4 All mobs of the appropriate level can drop Runes, although its a rare drop chance. When I get farther along I'll also publish the item drops. However, if you make it to NM, the countess can drop them. e.g., 1 Tir = 9 El runes and 1 Lem = 1.16B El runes. To be able to provide context regarding drops / days compared to others, I have made everything relative in units of El.
